According to international maritime conventions, it is recommended that all vessels fly the flag of a particular country, i.e., be registered in accordance with the laws of that country. Registration not only gives you the right to fly a particular flag, but also certifies your ownership of the yacht or boat. In Russia, there are several agencies that deal with the classification, certification, and registration of pleasure craft. Small vessels up to 20 m in length, which can carry no more than 12 people on board and are used for non-commercial purposes, are under the jurisdiction of the State Inspectorate for Small Vessels of the Ministry of Emergency Situations of the Russian Federation.
Yachts over 20 m in length with no more than 18 passengers, as well as vessels used for commercial purposes, are certified by the Russian Maritime Register of Shipping (RMRS) or the Russian River Register (RRR).
Any yacht that does not fall into the category of small vessels used for non-commercial purposes must be registered with the RRS or RRR. The choice of agency will depend on the waters in which you plan to sail. Once the yacht has been entered in the register, you determine the port of registry and receive a certificate that gives you the right to sail under the Russian flag.
